ASME B31.3 2004 Interpretation 19-40

The interpretation 19-40 (see attached link) says that the design temperature need not be used for computing the displacement strains.

Consider the following cases

Case 1 - A piping system requiring a steam with the Steam out temperature of 200 deg C and a design temperature of 85 deg C from solar heating that a black body is likely to have.

Case 2 - A ambient temperature piping of 50 deg C without any requirement for steam out and a design temperature of 85 deg C from solar heating.

According to the interpretation, does case 2 not require to use the design temperature for computing the displacement strains?
 
My interpretation of the ASME Interpretation is to use the maximum anticipated operating temperature of that particular line for your design basis of that particular line.
