ASME B31.3:2012 Effective Date

Hi,
Daft and simple question.
I'm just raising a new PMA and I'm referencing ASME B31.3 as one of the standards applied.
ASME B31.3:2012 was issued in January 12th 2013 but has an effective date of six months after issue, July 2013.
Common practice, but I hadn't noticed it before.
Am I correct to reference a standard that isn't effective yet, or should I still reference ASME B31.3:2010.

I'd reference the 2010 version, if the design contract will be signed before July.

Independent events are seldomly independent.

I've seen it both ways. Typically, as the engineer, I just but B31.1. Div 1 usually states something to the effect of " the latest version at time of contract signature." Be warry though. On a nuclear project, I had B31.1 or section VIII change from 50% margin to 20% (over 10 yrs ago). A contractor who had an older contract requiring 50% brought it to our attention. All contracts after that had an addendum stating the 50% margin as a requirement.
