We're doing extruded outlets instead of a pipe to pipe saddle weld now. From what I gathered, ASME B31.3 Paragraph 304.3.4 is the only paragraph that I need to use for calculations. Those are reinforcement calculations.

The extrusion process thins the pipe at the saddle and stirrup a little, but after pulling some samples I noticed that around the collar is where the most thinning occurs. I'm trying to figure out if the saddle/stirrup thickness after extrusion should be compared to run pipe required design thickness (304.1.2) OR if the thinning around the collar should be compared to run pipe required design thickness.

Your question seems to be in error " should be compared to run pipe required design thickness (304.1.2) OR if the thinning around the collar should be compared to run pipe required design thickness.

I assume you actually meant run pipe or branch pipe.

I would always go for Run pipe. I agree it's not wildly clear, but equally these are minimum requirements so be conservative.
