ASME Boiler Pressure Vessel Code

We need a waste heat recovery boiler to recover heat from a low pressure (less than 1 PSIG) syngas. The boiler is to produce 150 PSIG satuated steam. It is an unfired boiler. Does the boiler have to comply with ASME section 1 or ASME section 8? I have been told different things by different vendors.

Look at the 2010/2011a ASME B&PV Code, Section I, Part HRSG.

I'm not that familiar with heat recovery boilers but PG-2.1 seems to encompass your application however it is also covered by UW-2(c). I've run into this before with electric boilers, PEB-3 specifically states that you can design them under Section VIII. However our AI wouldn't allow it.
