ASME code stamp

This is kind of like the chicken or the egg question.
If a vessel is designed for over 15 PSIG and operated at less than 15 PSIG is an ASME stamp required?

You go by vessel design pressure when the vessel is being fabricated to ASME B&PV code. If 15 psig or over by design, the vessel is stamped.
 
adding a footnote to that, that stamping may not be mandatory in certain counties.
keep in mind jurisdictional/national regulations and law.
most, if not all, european countries dont mandate stamping.
 
I noticed that in the scope in U-1 it states that vessels having internal or external operating pressure not exceeding 15 PSI are not included in the scope.
So then, would not the operating pressure govern and not the design pressure as to whether or not the vessel requires a stamp?
 
I'm not seeing "operating" in my copy:

U-1(h) vessels not exceeding the design pressure (see 3-2), at the top of the vessel, limitations below, with no limitation on size [see UG-28(f), 9-1(c)]:
(1) vessels having an internal or external pressure not exceeding 15 psi (100 kPa);

UG-28(f) simply says that vessels intended for service under external design conditions of 15 psi or less can be stamped ... denoting compliance with the rules for external pressure.....
 
I was looking at an old book. Must have changed to design as it should be.
