ASME design issue

Hellow,
Our company builds piping enclosures for industrial plants. We designg these to asme section VIII and b31.3. Can anyone explain more in dept between the joint efficiency factor and the design efficiency per asme code. Im trying to desing the proper weld pentration per ASME code which our calcs require 70%

If you have a copy of ASME Section VIII, Div 1 please review UW-12 and Table UW-12. It really is self explanatory. For B31.3 review paragraph 302.3.4 and associated Table 302.3.4.
