Where in ASME does it desribe filler metal storage requirments? I know AWS D1.1 describes in details about storage and rod oven temp. requirements therefore I am looking for the same thing in ASME.

ASME Sec II Part C. I think you'll find some general recommendations for good practice, but, basically it'll refer the reader to manufacturer's recommendations.

Section II-C Paragraph 9.2

...Low-hydrogen electrodes, if they have not been protected against moisture pickup in storage, shall be held at a temperature within the range 500°F to 800°F [260°C to 430°C] for a minimum of 1 hr prior to testing...

It is likely that your AI has something specific that they would like to see.

I found this in Section II Part C SFA-5.1/SFA-5.1M

A6.11.2 Electrodes are manufactured to be within
acceptable moisture limits, consistent with the type of covering
and strength of the weld metal. They are then normally
packaged in a container which has been designed
to provide the degree of moisture protection considered
necessary for the type of covering involved.

A6.11.3 If there is a possibility that the noncellulosic
electrodes may have absorbed excessive moisture, they
may be restored by rebaking. Some electrodes require
rebaking at a temperature as high as 800°F [425"C] for
approximately 1 to 2 hr. The manner in which the electrodes
have been produced and the relative humidity and temperature
conditions under which the electrodes are stored determine
the proper length of time and temperature used for
conditioning. Some typical storage and drying conditions
are included in Table A3.
