Hi Everyone,
Before I start this thread I made sure there is no previous thread referring exactly to my query.
Based on many suggestion of previous threads I did refer to " PTB - 10 Guide for ASME Section VIII Division 1 Stamp Holders.
Jumping into Figure 12-1 Comparison Of ASME Section VIII, Division 1 Requirements with PED 2014/68/EU, Annex I, Para 3.1.2 Note 26 "For pressure equipment in Categories II, III, and IV, qualification of welders and welding operators must meet the requirements of EN ISO9606 and qualification of welding procedures the requirements
of EN ISO 15607"
Referring to PED guideline by CWG Guideline F-12
Question : In the context of approval of welding procedures and personnel, what is
meant by “the third party must perform examinations and tests as set out
in the appropriate harmonized standards or equivalent examinations and
tests”?
Answers : "Where the directive refers to equivalent examinations and tests it is required
that suitable and sufficient tests are conducted to determine the same range of
technological properties as those in the harmonized welding standards. Where
similar tests have already been conducted that establish a particular property
but the precise testing conditions vary from those in the above standard, there
is no requirement to repeat the test.... "
My question is, the ASME Guideline does mention to must use EN 15607 for procedure qualification and PED Guideline translate into uses of ASME IX is allowed as long as other required test (eg. by EN 15614 ) is conducted. Why there is contradicts in the ASME guide. Is the word "requirement" and not "approval range" is the key word here?
We fabricate PV as per ASME VIII. When we need PED requirement fulfilled, NoBO Inspector insist us to perform NDE & DE as per EN 15614 for PQR. After PQR and mechanical test during PQR document sign off, he require us to use qualification range of diameter, thickness and process as per EN 15614 as well.
My Understanding was very simple that I use ASME VIII Design Code so I will qualify PQR use ASME IX. PED Require its ESR and i will proof in my PQR with additional test. <- Hope my stand is correct, kindly please clarify my stand is correct or not.
