ASME inlet valves under PSVs

I posted a message on the PSV side of this forum but maybe should have posted it here becasue my question is less bout whether this will work and more about does it meet the ASME code. Rather than posting it again I am jsut going to put a link here to teh otehr forum. But I would very much appreciate a clarrification on ASME code requirement
