ASME IX - Performance Qualification of Pipe with Plate

Does anyone know where is says in the ASME IX code what diameters of pipe are qualified when you conduct a performance tests on plate?

QW-451 only talks about thickness qualified. It does not specify the test specimen be either a plate or a pipe, and does not make rules regarding if you can qualify pipe using plate or vise versa.

Can you qualify pipe using plate and what are the rules regarding thickness qualified?

Excuse my use of the wrong word. I typed "performance" when I meant to type "procedure". I am interested in what rules the code sets for qualifying pipe with plate and vise versa.

I was able to find this:

QW-211 Base Metal
The base metals may consist of either plate, pipe, or
other product forms. Qualification in plate also qualifies
for pipe welding and vice versa. The dimensions of the
test coupon shall be sufficient to provide the required test
specimens.

I still could not locate anything related to specific pipe diameters qualified by plate however.

There are none.
Plate covers all diameters for "procedures".
