ACCORDING TO ASME IX QW442 FOR WHAT CONCERNED FILLER METAL E70C-6M-H4 IS IT RIGHT TO DEFINE IT AS "A N°" 1? YES OR NO?

If welded with 90%Ar/10%CO2 you may have up to 1.7%Mn.....this would put you outside A-1 composition.
 
Agreed. However, the weld deposit results I have seen using the composite wire, the Mn typically resides at or below 1.6%, which is the maximum permitted by QW-442.
 
Agreed. In all probability it will be below A-1 upper limit.....but I can hear the auditor hiding in my head asking....."how do you know for sure?....if you didn't verify chemistry? Does this satisfy QW-404.5(c)?"....I would have to say no because the chemical analysis of the weld deposit shown on the COC has the potential of being outside A-1 parameters.
Since it can't be said with 100% certainty that it falls within A-1 parameters from the COC, there are two options....verify through chemical analysis or classify by AWS classification......of course you could always weld with 75/25 and forget about it.
 
This is a recent hot button issue with ASME and National Board. Team Leaders are wanting to see evidence of how the "A" number was determined by the Certificate Holder. For GMAW welding, QW-404.5 requires a chemical analysis of the qualification weld to determine A Number. There are a couple of other options as well. You can always list E 70C-6M-H4 under "A" number on the WPS, but you will be limited to that filler metal. Lincoln also provides certificates of weld metal analysis of filler metal/gas combinations. That is also acceptable. The AIA's should be asking these questions of the Certificate Holders before they get burned during a joint review.
