we have a WPS for p8-p8, according to QW 423.1 in ASME IX we can substitute P1 for the P8 material in a welders test I.E. welding P1-P8 we can make production welds with P1-p1,p8-p1 . also according to 423.1 we could substitute P42 material for the P8 and weld P42-p42 , I don;t think I'm reading this right .

QW-423 is welder qualification.

QW-424 is procedure qualification. Have a look at this and it will tell you which base metal combinations you are qualified to weld with a WPS.
 
For welder qualification, you may use P1 materials instead of P8 or P4X materials to permit the welder to weld the P8 and P4X materials. Remember that welding filler metal F No. is also an essential variable for welder qualification.

For truly determining whether a welder can weld P42 material, I recommend that you spend the added dollars to qualify the welder on P42 materials with F42 filler metals because of the propensity for hot cracking due to the wide liquidous to solidous temperature range.

 
For welder qualification, Section IX allows the substitution of one base metal for another, but it does not allow the substitution of the filler metal if it involves a change in the F number.

Section IX allows the substitution to reduce the cost of qualifying the welder. Carbon steel is considerably less expensive than austenitic stainless steel.
