I have a WPS supported with a PQR (done by independent testing co.), The welders name is mentioned on the PQR, Do I need to get a WPQ for same welder?

The welder is qualified by the fact the he/she welded the PQR coupon. I haven't ever seen any requirements for the welders that weld the test coupon to be qualified before hand. Sometimes the witnesses I work with seem confused about this issue though.
 
I'd suggest you generate a WPQ for the welder who performed the weld test, based on the parameters of that test. Keep in mind that position is an essential variable for a WPQ but is not, for a PQR without impacts, so if you welded the procedure test plate in the flat position, your WPQ will have the limitations inposed by Sec IX.
