ASME PPC-1 traning

We were asked to develop a torquing procedure to follow PPC-1. But now our customer asking to submit a traning certificate.

We're basically bolting about 40, 2", 3" and 4" flanges. Does ASME PPC-1 require a certificate?
 
Perhaps your customer is referring to the optional Appendix A, though this appears to be aimed at the employees performing the bolting.
