ASME Sec I & IV (max. allowable stress)

Why max. allowable stress in ASME Sec IV(Heating Boiler) are lower than ASME Sec I(Power Boiler), means sec. IV have more strict criteria than sec. I, why?

You mean for certain materials, Section IV has chosen to be more conservative in selecting stress lines. This is not uncommon with other code book sections. Each code book standards committee can decide on how to develop rules and accept stress lines.
