ASME SEC. lll, Div 1,NE, Class MC Components issue

Question: Is it permissable to construct/weld a very large pressure vessel with SA 738, Grade B material, which is a material that is not listed in Table NE-2121(a), there for not permitted, based upon an upcoming code case?
