How do you meet the requirements of ASME Sect. VIII, Div. 1 - para. UG-125, PRESSURE RELIEF DEVICES?

Specifically - Is it the designer/manufacturer's responsibility to ask the owner/user what their requirements are and what type of pressure relief device they need; or is it the owner/user's responsibility to tell the designer/manufacturer what they need?

The owner/user has to provide all neccessary process info to the designer/manufacturer if the d/m is supplying the PSV. I've always spec'd/purchased the PSV myself (or for my client) and therefore the d/m was not responsible, I was, for the sizing the PSV.

What I have commonly seen is the PV vendor supplies a token relief valve , but the engineer / owner/ user must analyze the entire process and piping system to confirm adequacy of the pressure relief valves. Typically the pressure vessel and piping system is capable of being overpressured by an upstream pressure reducing station. The owner's engineer determines the casualty flow through the pressure reducing valve and suplies an appropriately sized relief valve between the pressure reducing station and the pressure vessel.

I think you will find in a legal sense that the Process PSV belongs to the owner and he has total responsibility for its' purchase and maintenance. The boundary limits of the vessel come into play, the first flange and the PSV is considered an attachment even though its required by a jurisdictional authority.
So I think the owner/operator or their designee (in writing) will have full responsibility for the design and procurement of the PSV. This is not to say that you can get help from the PSV manufacturer.
This is overlooked a lot of time in general service PSVs', steam, air, etc. which is okay. But I stress again that a Process valve is the responsibility of the owner/operator.
