As an ASME Sect. 8, Div. 1 manufacturer must our designers be PE's? Is there an answer to this in the ASME Code or the NBIC?

There is no Registered Professional Engineer requirement in ASME Section VIII, Division 1. However, depending on your location, there may (or may not) be a prior determination about whether or not designing these pressure vessels constitutes the practice of engineering, and therefore requires one to be a Professional Engineer. Also, some pressure equipment jurisdictions may require a Professional Engineer to certify all or part of the design. However, there are many such Professionals available for hire.
