For a 40mm thick pipe welding procedure qualification, is it allowed for a multiple specimens tensile test set, to take samples from two adjacent locations around the circumference to prepare the specimens for radially outer location and inner location with thickness 25mm each? We are finding it difficult to mechanically cut the thickness in strips to prepare the specimens from same location without destroying much material while cutting (thereby missing to test substantial area in the cross section).

Read QW-151.2 (c) and (d). You are working with pipe and not plate.
 
Your problem is why most PQR Coupons are made from plate, not a piece of pipe. Cutting out 4ea. bend coupons and 2ea. tensile coupons, and possibly some charpy coupons is simple on a plate.
