ASME Section IX WPS for SS castings

I have to weld two non-pressure retaining items together using a partial penetration groove weld. The items are ASTM 297 Gr. HH castings. There is no assigned P-number. How would I develop a procedure when I could not pass the required tensile testing required for the Procedure qualification.

The WPS would be qualified on the material specification/grade/type (25 Chromium, 12 Nickel) versus a specific P-No. What you mean you could not pass the tensile test? Bend test? What was the filler metal you used?

ASTM A 297 Grade HH has mechanical property requirements, look at Supplemental Requirement S.9.1
 
I've qualified a number of WPS's on HH castings. I normally qualify on cast plate coupons. I have seen problems when production castings used were unsound and failure occurred in the casting.as a result of the inherent flaw.
 
It was communicated to me that the base metals (Castings) are considered non-ductile and would fracture in the base metal prior to achieving the required tensile strength. Maybe this is untrue and i should just perform the testing and see.
 
Please look up the properties and run a weld coupon.
