ASME Trolley and Hoist inspection requirements

Hello, I was hoping to get some clarifications on a few issues regarding underhung hoists.
1.) If a hoist has been removed from a location but the trolley left in place, does the trolley/beam still fall under the scope of codes and require inspections and capacity ratings?
2.) I know that a hoist cannot have a higher rated load than the beam it is attached to but can a trolley with a higher manufacturer rating than the beam be used as is, provided the hoist has a lower rating?
3.) Are there any requirements for de-rating a hoist to match a beam of a given capacity other than making sure the new rating is clearly labeled over the old rating?

I say:
1) if only the trolley and beam are left in place and the hoist removed,then, how can you be expected to lift anything. The system left in place is ineffective thereby no longer warrants inspections.
2)If you clearly label the lifting capacity on the web of the beam, and the lifting capacity is based on the strength of the beam, it may satisfy the OSHA inspectors, however, discuss the situation with them and read the OSHA regulation. Note, at one time underhung hoists were not included in the OSHA regulations but it has been a long time since I have read them. There is still a general duty clause if underhung hoists are still excluded from overhead crane regulation.
3)The new rating should satisfy along with proper, documented, training of the employees using such hoists. Again double check with the OSHA inspectors and get their responses in writing. A new inspector may think otherwise.
