I'm looking at a lifting lug design and it references a value Nd in Section 3-1.3. I don't have a copy of the ASME Code.

It appears that this is the limit states design safety factor that is modified for the various equations. Is this correct?

I assume you refer to ASME BTH-1. Nd is a design factor based on category of the lifting device. The allowable tensile stress is calculated based on design factor.
 
For some reason, my reply disappeared... possibly our IT dept... Thanks, I've picked up a copy of BTH-1 from the library of one of our offices and have put together a spreadsheet for this.
