As a note to other designer's, the TSSA (Ontario) requires that Appendix 1-10 calculations also meet the requirements of UG-36(b)(1). At this time, they do not accept that this is an alternate method. Compress does not follow this ruling. To resolve this issue, I would suggest using the App. 1-7 option which does also meet the requirements of UG-36(b)(1).
Tom Barsh from Codeware has advised me that he understands that the ASME Code Committee is supposed to be making a clarification to this, however it has not been included in the just recently released 2009b Addenda.
 
This issue is under consideration as Code Item 08-973; it was to have been voted on at a recent committee meeting but was withdrawn from the Section VIII Standards Committee in order to make technical changes and was resubmitted.

I am told that the changes were to increase the scope of the Code Item, with the intent to make Appendix 1-10 applicable to all sizes of nozzles, not only for large openings.

It is unfortunate that the scope was increased under the active item. It would have been better to have resolved the issue at hand, and then open a new item to consider greater scope.

Most jurisdictions and AIA's should have access to the committee item.
