Reply to First question:
UW-14(a) does not require additional NDE for cutting an opening.
Reply to Second question:
If the opening is cut in a head-to-shell weld AND a long weld, additional RT is required as per UW-14(b). That's my interpretation of these vague articles of ASME code.

my interpretation for second question

this opening can not located in long seam ( category A) joint.
that's why code did not mention category A in UW-14 (b).

i am not sure about this interpretation.

any other clause for this

yp3135,

UW-14(b) applies to openings that do not require reinforcement calculations. If no reinforcement calcs have been made, then you cannot locate your opening in a Category A joint.

If you waive the exemptions in UG-36(c)(3) and perform reinforcement calcs per UG-37 or UG-39, then you are in compliance with UW-14(a), which means you can locate your opening in any welded joint, including a Category A joint.

That's my interpretation.
