ASME VIII Div 1 Appendix 24

I recently got involved in some pipe clamp design that Im cosnidering for use on a samll pressure vessel lid/connection, and looked into Appendix 24. I also got a copy of Improved design rules for pipe clamp connectors by Stikvoort and Dekker.
Does anyone know if App. 24 of VIII-1 has been updated after the publication of that paper, i.e. have (some of) the recommendations and improvements in that paper been included in App. 24?

So far I've been able to find out the following records have been posted on Appendix 24:
- 12-1551: Section VIII, Division 1, Appendix 24, Paragraph 24-4(d) (SG-D)
- 10-152: Section VIII, Division 1; Implementing Code Case for changes to Appendix 24, Design Rules for Clamp Connections, approved under 07-1405 (SG-D)
- 09-407: Section VIII, Division 1; Appendix 24 - Clamp Stress Limits (SG-D)
This last record is on "Stds Comm Proposal", and contains the original proposal of the authors for a re-write based on their paper.

I know its a long shot, but any ideas how to find out why this never made it? Any committee member here who may provide more details/info?
