How to handle with bolts with a tensile strength < 689 MPa?

Say I have austenitic bolts like SA-193(M) Gr.B8M2 and choose material curve 2, the allowable cycles are >> 1e10,

but with high strength bolting like SA-193 B7 (curve 6) the allowable cycles are approx. 600000 with the same stress range.

To me, this approach isn’t correct and I think bolts with a tensile strength < 689 MPa are not addressed.
