ASME VIII DIV 2 "NDT LEVEL III"

I was told today by the AI that in order to perform NDT on DIV 2 vessels we need to have a NDT LEVEL III in house. our inspectors are certified to ASNT LEVEL II but we do not have a LEVEL III in house. we contract one in when needed. I was not able to locate in DIV 2 where it states this. our inspections are on hold until we figure this out. could someone point me in the right direction here

I will preface this with the fact that I don't deal with Div. 2 much, only Div. 1 but reading the Code, 7.5.3.1 states:

(c) Evaluation of radiographs shall only be performed by RT Level II or III personnel.

The AI should be able to point to the clause.

i have seen that, but the AI said a LEVEL 3 has to be working for us while we conduct DIV 2 inspections. i couldn't find anything that stated this. was told we either have to hire a full time LEVEL 3 or contract a company that has a LEVEL 3 on hand. not sure why our level 2's cant sign off DIV 2 jobs without a level 3 overseeing.
