ASME VIII for large size pipe cap design

Hi,

I am currently on an assignment to design a large size end cap on a pipe of 1400NB.

I used formula (1) under UG-34 to calculate value of t. But the value of C which I obtained is less than 0.2 (ie 0.09) since Ts/Tr = 0.3 and therefore C = 0.33 x 0.3 = 0.09

I have considered sketch (f) under UG-34 which specifies minimum should C = 0.2

How should I proceed? Should I consider C = 0.2 or use 0.09 as C
