Trying to understand the intent of the standard and how to reference or correlate part numbers and specifications within the Material List. Traditionally for a Material List I've seen column headings of: Item, Qty, Cage Code, Dwg/Part Number, Description, Specification. In the Mil-environment, nearly all equipment part numbers are derived from a Mil-type document. There are other nationally recognized standards which provide a means to create a part number based (ie. ASME B18 for fasteners). However, for those COTS equipment which do not have a corresponding std, is it not IAW Y14.100 to utilize a vendors part number and insert the vendor name into the specification column?

You could. If the company has a CAGE Code you can use that instead of a vendor name. The vendor's part number still goes in the Part Number column. This can be a dangerous practice as vendors will sometimes change the part fit or function without changing their part number and even calling them won't uncover the problem. So it's better to create an in-house drawing that describes the desirable characteristics and assigns a company number so that inspection can confirm if the part is compliant. Then the CAGE/Name & address and the vendor number can be referenced on the drawing.
