Asphalt - Performance Grade(PG) Binder Selection Design Temperatures 1

I am interested in resources used for estimating the "7 day average high pavement temperature" and "low pavement temperature" when selecting performance graded asphalt binders. Any information concerning weather websites or converting air temperatures to pavement temperatures could be very helpful.
