assembly motion constraints in larger assembly

I have created a rack and pinion assembly with a right angle drive, shaft and hand wheel.
In the assembly itself, the mechanisms all work properly..............there is a 1:1 ratio (motion constraint) for the movement of the two shafts in the right angle drive, there is a tangent relation from the rack to the pinion, and there is a motion constraint from the end of the rack to the pinion, (so that each turn of the pinion creates 3" of linear motion in the rack.

Everything works perfectly.

When i pull this assembly into a bigger assembly it stops working..............even if i make the assembly adaptive.

Can someone let me know what i am doing wrong and why i can't get this assembly to operate.

P.S. there is a similar rack and pinion assembly in the model that DOES work.
