Assigning items to layers

I'm trying to assign certain items to a particular layer. I have a custom layer xml file created and it is available under Tools/Standards. CATCollectionStandard points to the location of this file. When I create a sketch in my model for example and edit it's properties to put it on the "sketch" layer, I don't get my custom layer list. I only get layer 0 or 1.

I understand the use of layers in V5 is not really necessary. I'm investigating due to the use part translator which requires layers in the model to function properly.
