Associative Dimensioning and X-Refs

I'm working in AutoCAD 2006. I dimensioned an X-ref in paperspace and needed to zoom out to allow for some more room. After I zoomed out, I dimregen'd and it wouldn't do it.

If I actually copied the objects from the x-ref's dwg file and did the same exact thing, it works.

Why won't this work with an x-ref? Am I doing something wrong? Is there a way to make it work with an x-ref?

I fail to see why zooming in and out should change your dimensions.
 
It doesn't change the dimensions. The dimensions remain in their original position and do not stick with the xref. When I dimregen, they do not reassociate with the xref after the xref has been moved or the zoom/scale has changed.
 
Sometimes if you regen inside the viewport it helps.
