ASTM A 350 manufacturing

Hi Dears
We want to buy self reiforcing nozzle for low tempraure service tower. we select sa 350 lf2 material.
The manufacturere want to press some billet from several direction by manypulator to make forging and after that hollow it by turning. as I understood manipulator just make forge bar not complete forge pice. as it mention to astm a350, this standard not cover row material to can turning it to make component. in 5.3.3 section I found that we cannot use forged bar for upper 4" size. am I right?
since our size is not so big to proceed ring forge or so small to proceed hammer forging such as long weld neck flage (same as sizes between 5-10"), please advise us what can we do?

What does the engineering drawing specify.
Who has design authority.
Is this a customer drawing
 
Why not directly buy the finished products from the market after approving MTCs?
What is the purpose of ordering the same from a forge shop? Is it that cheaper?
With 4" billet, they can make higher size elbows and flanges.
