ASTM A-540 Supplementary Requirements S2. Macroetch Test

This Supplementary Requirement foot note states that the quality and cleanliness may be specified by the purchaser as equal to or better than that indicated by a designated letter and plate number of Military Standard—430 (latest revision).
I've conducted a google/bing search and cannot locate this Military Standard—430.
Any help would be appreciated.

Supplement 2 of ASTM A 540 refers you to ASTM E380 Macroetch Testing, Inspection, and Rating Steel Products, Comprising Bars, Billets, Blooms, and Forging. I reviewed an earlier edition of this specification and they have pates for rating. There is a footnote in this specification where you can purchase the referenced plates for rating directly from ASTM.

Sorry for the typo, the above should be ASTM E 381, not E 380.
