ASTM A29 1040 Welding to 304/304L SS

I am being asked to weld a 1040 manufactured part to a 304/304L SS RFWN flange and I can't find a P # for 1040 to verify my use of the correct WPS can anyone help steer me in the right direction?
This fitting when complete will be used for loading sulfuric acid in tank trucks and rail cars.

The reason for a lack of P-No is that this material has a carbon content which exceeds 0.40 percent by mass, most code material limit the carbon content to 0.35% by mass, unless a Code Case is generated. You can still qualify a welding procedure for this material to ASME Section IX requirements by listing the material UNS designation on the WPQR and WPS.
