ASTM A479 bar V NORSOK D47

How is the quality of a bar material made according to ASTM A479 compared to NORSOK standard. I see that not all of the tests prescribed in NORSOK are found in the ASTM Requirement. Am I correct to understand that ASTM A479 can't be used alone to order raw material? the material i have in mind is 22Cr duplex.
