ASTM A672 Gr. C60, 30" WT 9.53mm EFW Pipes

We have received ASTM A672 Gr. C60, 30" WT 9.53mm EFW Pipes and during inspection it is found that yield strength, Elongation(%), Reduction area(%), Charpy impact value and heat treatment details are not mentioned in MTC and heat no. is not stencilled rather it is hand written.

Can we accept this material? And, also please let me know other requirement for MTC.

As specified, your certs are required to at least report yield strength, which is specified in the original plate material the pipe was made to (ASTM A516 grade 60). Heat treatment is defined by the spec. Note that Charpy testing is not required unless you specify it as part of your purchasing agreement and agree to a specified value.

It depends on your PO requirements, but I would not accept it. Second, why did you not request material test reports of the plate, in lieu of a test certificate?

You are right!! Unfortunately we didn't incorporate supplementary requirements for product analysis of plate. Therefore, manufacturer submitted weld metal analysis (tensile only) report alone. I think as per A 672, tensile test result for weld metal is suffice to be mentioned in MTC and hence it can be accepted.

Regarding my second question, please can somebody tell me hand written marking is acceptable for traceability?

It is your call to accept or reject as a Purchaser based on a tensile test of a seam weld. In today’s supplier market, I would not accept the pipe unless I had all required MTR's related to the manufacture of the plate used to form the pipe. ASTM requirements are minimum requirements and a buyer should be aware. In this case, I would pay for the added information just to have piece of mind. If the plate MTR information is unavailable from a traceability standpoint, I would definitely reject it.

 
Why ask in the first place if you were willing to accept it on a weld tensile? If the simple requirement of asking for inspection documents was overlooked, what else has been missed out? This forum can't accept it for you; you have to make the call. Ask yourself how many people could get hurt or killed if the pipe ruptures? The next time, specify an appropriate classification from EN 10204 for your inspection documents.

As I understand the specifications, you do not have to tell your supplier to provide the original plate properties as a supplemental requirement. They may have purchased the plate and welded it, but they are obligated to then include the certs they received for the A516 Grade 60 plate.

I do not think the weld tensile test properties would suffice as a properly performed weld can be stronger than the base metal. You additionally need original plate tensile properties.

This is specified in ASTM A672:

"5.1 Materials - The steel plate material shall conform to the requirements of the applicable plate specification for pipe as listed in Table 1"

SJones is correct, of course. I had the impression from gafoorkti's last post that a certified test report was required and supplied, but it only provided weld metal composition and tensile results, which were in the direct control of the vendor. If a CTR was required, then it also needed to include certs for the plate used in manufacture and would not be an additional supplemental requirement if reporting was required.

Thanks gents for your input.

We have requested the manufacturer to provide CMTR for base material plate ASTM A 516 Gr.60.

As I get feedback from the manufacturer, i will keep you updated.
