ASTM D1785 and ASTM D 4396 PVC pipes

Hello everyone,
I got a tehcnical query from the contractor stating the following:

"At present, in Piping Material Specification, Pipes & Fittings are specified as ASTM D1785 & ASTM F491 respectively.
However, being non-pressurized underground piping, contractor understands that PVC pipes as per ASTM D 4396 & Fittings as per ASTM D 1784 are more suitable for purpose as these specifications are specific to underground Sewer Piping system and offers more flexibility.

In view of above, contractor requests CA to approve below changes in piping class:

1) Schedule 40 DWV(*) Cellular Core Pipe ASTM Material- D 4396 Dimensions-ASTM F 891
2) Schedule 40 DWV(*) Fittings Material ASTM D 1784 Dimensions ASTM D 2665

*- DWV means Drain, Waste and Vent.

Upon receipt of acceptance from CA, contractor shall include these changes in next revision of Piping Material Specification."

what is the difference between these materials? and what are your thoughts about the contractor proposal.
