astm E29 Significant digits / Significant figures - Sections 7.2 and 7.3

Whenever I read ASTM E-29 sections 7.2 and 7.3 and 7.4.1 I interpret them as meaning the significant figure requirement is based on the "precision" of inspection measuring tools used, and is NOT linked to the dimensions or tolerances shown on the drawing.

Am I missing something ?

What is the confusion? Sometimes a lot, but this has to do with recording, not necessarily reporting.
I measure and record what I can.
I report what the specification requires.
