ASTM F436M for M20 M30 washers

Can anyone share material spec for M20 & M30 washers. I have a situation where I get deviation from the vendor to ASTM F436M for M20 & M30 washers..however i do not have the basis to chack if this is acceptable or not.Below is snapshot of the material certificate.

What does the vendor's deviation request state? If they can't identify the deviation they are pretty worthless as a vendor.

FWIW, that spec calls for material with a certain amount of Ni, Cr and Cu...which apparently were not found or not included in the analysis.
