ATEX Zone 2 (Class 1 Div 2) Is this safe zone?

Quick one guys ATEX is new on me...

Taken from wikapedia:-

Zone 2 (gases / Vapors)Class I Division 2 (gases)- An area in which an explosive mixture is not likely to occur in normal operation and if it occurs it will exist only for a short time.

Is this considered SAFE ZONE offshore?

I know SAFETY ZONES for offshore Installation but those have nothing to do with ATEX. Acc. to my knowledge offshore installations are not even covered by ATEX (although operators can require ATEX certified equipment for it). Concerning ATEX definitions I would not call a Zone 2 a safe zone. "Safe" is a zone where an explosive atmosphere will not occcur, under no circumstances.
 
Class 1 Div 2 areas (NEC / CEC) and/or Zone 2 areas (ATEX / IECEx) are NOT safe areas. These areas require protection against potential sources of ignition (in NEC/CEC/IECEx this applies to electrical components only, whereas in ATEX it applies to non-electrical components also)
