Attributes are gone...not showing up 1

In our company, we use main drawings and ref them into our sheets. My coworker usually works in the hyrdo/storm drain drawing. I have noticed that only in his drawings, blocks with attributes (such as lot number and structure numbers) are just empty circles and boxes with no attributes. However, these attributes still show up in other drawings, including sheet drawings, where all main dwgs' are reffed in. So this problem in exclusive to his drawings.

I have never seen thsi problem before. Any ideas?

I even took a portion of the blocks and BURST them, and still the attributes so not show up.

Is his attmode=0?
