Austenized vs Normalized

Hello,
I recently reviewed an MTR for 2.5" SA 516 gr 70 Material. Fully expecting to see a statement referring to Normalized at x temp for y time. I was surprised to read Austenized at x temp for y time.
Can someone explain the difference. In the mean time, I will seek out SA20 base spec, but I thought I would get a better explanation at this site.

Austenitizing refers to heating the material to a temperature that results in the development of 100% austenite phase prior to cooling.

Normalization is a specific heat treatment method that encompasses austenitizing and subsequent air cooling. Look to see how the material was cooled. it should have been air cooled.
 
The material was indeed air cooled !!
