My background, I'm a superintendent for a REC in NW Oklahoma. We recently built a new 3 Ø line, 1/0 acsr. This is for a 2 way feed between the Fargo substation and the Gate substation. It would not phase in, 30 degrees angular displacement. Ø to Ø voltage is North Ø to North Ø 7200 volts, North to Center Ø 15,100, North to South Ø 7800 volts. The other phases were about the same. My question is where is the 15,100 volts coming from. This is a 12.4/7.2 line. Thank you, Bob

At 30d you should be seeing voltages of around 3700 to nearby phases. Looks to me like you are 60d out. This places some possible measurements at 180d, so you'd see 14800 nominal.

You'll need to roll phases on both sides of the transformer feeding the new line to get it to phase.

Update on the phasing of the 2 subs, substation guys switched the high side and low side. The 2 subs phase in now. I've another question, they switched another sub, the voltage 1200 volts, Ø to Ø on the 3 Ø. The sub people said it would be ok to heat this up, we did and it was ok. Is this not alot of voltage. Thank you, Bob
