AutoCad 2000I "Scale " 1

Good Morning;
I have several old (1990) AutoCad files im tying to open and return them to full Scale for CNC purposes.
Most of them state a scale factor of 1:4 .
I have zoomed in on a line of a Part in the drawing that is Dim. to be 3.000 inches. When I click on it using Properties command, it says it is .1054 Should be 3.000" Long.
My Question is ; How can I scale this to full scale ? All of the drawings are at this scale.
I have tried the Scale Objects command but cant seem to hit this odd scale Factor.

Have you tried using "reference" in the scale command?
Specify scale factor or [Reference]: R
Specify reference length <1>: .1054
Specify new length: 3.000

Thankyou for the help, tried this and I get a dim of 6.0007 or .0007 off, it maybe because we imported .DXF file .

Try reference again, instead of inputting .1054 use osnaps to select endpoint to endpoint (of the part that supposed to be 3.000), then specify new length as 3.000.

For future reference you can also divide the desired measurement by the actual measurement for the scale factor. For example if you measure a line that is 4' long and it should be 1' long divide 1 by 4 (1/4 = 0.25) and your scale factor is .25 or in your case you'd take 3/0.1054 = 28.46299810246679316888045540797
