I want to change layer of a block but I don't want to explote a block, is there a way to do that??????......

There are 2 things going on with a block. The layer that the block is inserted on and the layer(s) that the block contents are on. The block insert layer is as simple as changing it to the layer you want. The block contents require a change in block definition.

Try the "refedit" command on the block, change the layer, color etc., and it will update all of the copies of that block in the drawing.
