AutoCAD to MicroStation Global Scale Issue

I have a project in MicroStation and I am referencing both dgn and AutoCAD dwg. My coordinates are correct for my dgn and are correct in my dwg but only when i open my dwg in CAD. In MicroStation, dwg coordinates are correct but my units are set to metric. If i change units to feet and save as a dgn, my coordiates have now jumped and scaled by the conversion 3.280829065 (number of feet per meter). How do i save as and keep my coordiates in their appropriate location and keep my units to feet? i have set my units in CAD to feet and in Microstaion.

I have had a similar problem with microstation defaulting to metric when referencing .dwg files. The work around that I have used is to attach the .dwg, then turn off true scale. At this point, your reference scale should go from 1:1 to 3.2808 to 1. Change the scale back to 1:1 and the reference should come in at the right scale and at the right coordinates.
