AutoCad2000 file size. How to reduce?

I create a new drawing file and it is ~25kB size.
Then I copy a single line of text from another drawing and paste it into the new one.
The file size immediately becomes over 1.7MB, close to the source drawing file size.
After purging all in the recipient file it's size remains the same and audit indicates over 19000 object.

What makes the file such huge and how to reduce the size?

or delete the layer filters...?

Probably layer filters. When you copy/paste from one drawing to another it brings the layer filters with it. If this has continued over the years (as in my office) the layer filter list can get quite large (hundreds). Google "delete layer filters", there are a number of routines out there that will delete them. This could bring your file size down significantly.
