hi every body

can any one help me with the technical standard for installing autoreclosers on MV 15 KV over head line
reagding distance - NO of consumers etc

Per the standard of the serving utility. Many, many different operating philosophies. The nature of the line will enter in to the consideration, the type of customers, the number and types of branches, whether trip saving or fuse saving is preferred. No particular right or wrong answer; every recloser will make things better for some customers and worse for other customers.
 
I agree with Davidbeach. All utilities have their own policy and standards which will have been developed from their perception of the true cost of a customer minute lost. It's not just a matter of lost revenue these days, regulatory pressure and customer service are increasingly important. The basis of this type of protection is that it protects customers upstream of its location from the effects of faults downstream. A reasonable indicator is to determine the product of transformer KVA capacity upstream and the length of line downstream for a number of suitable locations. Install the recloser at the point with the highest result. This method makes a number of assumptions though and is therefore simplistic.
